Environmental Site Assessments and ISRA

JMT conducts Environmental Site Assessments (ESAs) for attorneys, real estate developers, mortgage bankers, industrial clients, and property buyers and sellers, completing many ESAs to date. The keys to performing these assessments successfully have been our responsiveness, timeliness and cost-effectiveness. Our services include:

  • Systematic and cost-effective environmental assessments of facilities to evaluate areas of potential liability.
  • Due diligence ("Phase I") assessments, including review of regulatory agency file information to assess facility compliance history, the potential for impacts from neighboring properties, and property and area usage history.
  • Technical assistance regarding environmental aspects of property transactions, corporate mergers, or property sales.
  • Soil and ground water contamination identification and source characterization studies ("Phase II").
  • Determination of potential costs of cleanup and/or regulatory compliance.
  • Waste/soil/ground water cleanup management.

New Jersey's Industrial Site Recovery Act (ISRA) requires in-depth environmental site assessments and cleanups, where necessary, which demand specialized experience. JMT's environmental scientists have assisted clients with ISRA compliance since the law was enacted. Our technical abilities plus our extensive experience with the New Jersey DEP provide the basis for the optimum and cost-effective technical approaches for ISRA compliance which we develop for our clients and their attorneys. Services include:

  • ISRA preliminary assessments for identification of compliance activities and potential costs.
  • Ground water and soil investigations of areas of potential environmental concern to develop documentation that the area is not of concern or what is needed for cleanup design.
  • Implementation of Decontamination/Decommissioning plans.
  • Cleanup plan design and implementation management.
  • Negotiations with NJDEP with regard to scope of compliance activities.
